Swimming pool construction in Dubai covers the pool shell, the deck around it, the filtration plant and the barrier the code requires. A pool is rarely the whole job. The garden gets dug up, so planting and irrigation follow it, and the terrace it sits in usually gets relaid. What the Dubai Building Code fixes before a pool is designed

A villa pool in Dubai is not a free hand. The Dubai Building Code sets the barrier, the deck and the steps in millimetres, and those figures decide how much garden a pool takes before anything is drawn. Read them first and a partner contractor's visit starts from a shape that can actually be built.

The fence figures are the ones that catch people out. A pool fence has to stand at least 1,200 mm above finished floor level, leave no more than 50 mm under its bottom edge, and refuse a 100 mm sphere through any opening. It also sits at least 1,200 mm back from plot limits and adjacent structures, which is the rule that rules out a pool down a narrow side return.

When a pool does not need a fence

The code names four conditions where an outdoor pool fence is not required, and two of them turn up on ordinary villas. Where the walls of adjacent structures already act as the barrier, no separate fence is needed, but a door opening straight onto the pool then has to carry an audio alarm that sounds when it opens, or be self-closing with a self-latching device. A pool fitted with a power safety cover conforming to ASTM F1346 also drops the fence requirement.

The other two are not villa conditions: a pool at the edge of a natural body of water where public access along the shoreline is not allowed, and a pool patrolled by full-time lifeguards. If a design leans on the house walls or on a cover, have the partner write that into the quote, because the alarm or the cover is then part of the pool rather than an extra found later.

Does a pool count against the villa's built-up area?

No. The Dubai Building Code's built-up area definition excludes swimming pools, indoor and outdoor, together with their services: showers, toilets, lockers and changing rooms. Non-covered outdoor landscape and hardscape surfaces are excluded as well, and so are lightweight outdoor shading structures such as pergolas and standalone canopies.

That matters on a plot where an extension would not fit. A pool, its deck, new paving and a pergola over it can all sit outside the built-up area calculation, while a covered garden room cannot. It does not remove the need for approval. It changes which allowance the work is measured against.

Who approves a pool before it is dug

Every pool needs approval before excavation, and in a villa community there are usually two: the community, and the authority for the area. In Emirates Living and Arabian Ranches, Emaar Community Management requires any alteration to a villa to be approved by Emaar, and a pool alters the plot as well as the house.

Which authority depends on where the villa sits. Areas under Dubai Municipality go through the building permit route; areas under the Dubai Development Authority go through its building modification permit. The partner contractor makes the applications and you sign what has to come from the owner, which is the same split as any other renovation.

Which community rulebook applies is a separate question, and outdoor work is where they differ most. Emaar Community Management runs Home Modifications for Emirates Living, which covers Emirates Hills, The Springs and The Meadows, and for Arabian Ranches and Dubai Hills Estate, where its guidance treats a redone pool as needing a NOC. On Palm Jumeirah and in Jumeirah Village Circle a contractor's Nakheel access permit for modification work needs a valid Nakheel and Trakhees NOC. In Jumeirah Lake Towers, owners go through DMCC. The order a pool build runs in

A pool is a sequence of trades that cannot be reordered, which is why the programme matters more here than on an interior job. The shell has to cure before it is waterproofed, the waterproofing has to be sound before anything is tiled, and the plant has to be wired and commissioned before the pool is filled and balanced.

Two stages are worth watching as an owner. The first is setting out, when the pool's position against the fence setback and the deck width stops being a drawing and becomes marks on the ground. The second is the test fill, when the shell is held full and watched before the deck closes over the pipework.

  • Survey and setting out, with the fence line and deck width marked on the ground
  • Excavation and spoil removal, which needs vehicle access the community has to permit
  • Reinforcement, shuttering and the concrete or sprayed shell
  • Pipework, skimmers or an overflow channel, and conduit for the lighting the code requires above and below the water surface
  • Tanking and waterproofing, then the tiled or rendered finish
  • Plant room, filtration, heating or chilling, and the electrical supply
  • Deck, coping and the 2% falls to the deck drains
  • Barrier, gates and gate hardware
  • Test fill, commissioning and water balancing before handover

Building a pool through a Dubai summer

Pool work is outdoor work from the first day to the last, so the UAE midday break governs the whole programme rather than one trade on it. Work under direct sunlight and in open places is not allowed between 12:30 pm and 3 pm from 15 June to 15 September, and an excavation, a shell pour and a deck are all in the sun.

A partner planning a summer pool moves the concrete and deck work into the morning and late afternoon and keeps the sheltered work, the plant room and the electrical second fix, for the middle of the day. Ask how the programme handles those months before signing, because a pool started in June runs differently from one started in November.

What to ask at the pool visit

A pool quote is easy to compare on price and hard to compare on scope, because the expensive parts are buried. These questions pull the buried parts into the open while the partner contractor is still standing in your garden.

  • Where exactly does the fence line fall, and does the deck still make 1.2 m all the way round after it?
  • Is the barrier in the quote, with its gates and gate hardware, or priced separately?
  • What is the shell construction, and what waterproofing system sits on it?
  • Where does the plant room go, how is it ventilated, and how is it reached for servicing?
  • Who removes the excavated spoil, and is that in the price?
  • What happens to the garden the excavator drives across, and is reinstatement included?
  • Who applies for the community approval and the authority permit?
