What a villa renovation costs in Dubai
Villa renovation cost in Dubai is set by scope first: a cosmetic refresh, a full renovation of every room, or structural change with extensions and outdoor work. After scope come the condition of the services behind the walls, the finishes and the approvals your community and the authorities require.
Dubai Renovations does not set prices. This guide explains what moves the number and shows the ranges one named publisher gives for defined kinds of villa job. Your real figure is the written quote a partner contractor gives you after the visit.
Which villa renovation scope are you pricing?
The same words, full villa renovation, can describe paint and new floors or a complete strip-out with new AC ducts, rewiring, bathrooms and a kitchen. Bestimate, a Dubai quote-comparison platform, makes the same point in its villa guide. Before comparing any figure, decide which of these four scopes you mean, because each one has its own price band:
- Cosmetic refresh: paint, some flooring, light fittings and minor repairs, layout unchanged
- Partial renovation: the kitchen, some bathrooms, flooring and wardrobes
- Full renovation: every room, with new services where they are worn out
- Structural or extension work: walls moved, built-up area added, facade, pool or landscaping
Why do the services behind the walls move a villa budget?
Wiring, plumbing, drainage, AC ducts and waterproofing are where villa budgets move after demolition. A villa that has had leaks, weak AC or tripping circuits is likely to need more of this than one that has not. A partner contractor can inspect before quoting, and a good quote prices the inspected work rather than leaving a small allowance that grows later.
Bestimate suggests one question for this line: is the MEP work priced as a full measured scope, or only as an allowance? An allowance is a placeholder figure. If the real work costs more, the difference comes back to you as a variation, so a quote full of allowances looks cheaper than it is.

Which rooms carry the most cost in a villa renovation?
Bathrooms and the kitchen. Each bathroom rebuilt to the slab adds waterproofing, pipework and tiling. The kitchen adds cabinets, worktops, appliances and, if the layout moves, plumbing and electrics. In most villa renovations these rooms carry a large share of the cost, so their finish level moves the total more than anything else you choose.

How do joinery and finishes change the price?
Built-in wardrobes, vanity units, wall panelling and doors are priced from drawings, materials and hardware. Imported stone, bespoke joinery and large-format tiles cost more to buy and take longer to arrive, which also stretches the programme. Bestimate says bespoke joinery can be a major share of a premium villa budget, so ask for it priced from detailed drawings rather than as a single line.
What outdoor work needs community approval?
Pools, pergolas, garden landscaping and boundary walls are often the last items added and the first to be cut. In the Emaar-managed communities of Emirates Living and Arabian Ranches, Emaar Community Management says building a garden pergola, extending a carport or redoing a swimming pool needs a NOC through Home Modifications on the community portal.
The same Emaar Community Management guidance says changes to the exterior of the villa are not permitted, and lights cannot be installed on top of or on the community-facing side of villa boundary walls. For Arabian Ranches it adds that external modifications which change the look of the villas are not permitted. Check what your community allows before paying for a design.
Which approvals add cost to a villa renovation in Dubai?
Community NOCs, consultant drawings and authority permits take time and can carry fees. In Dubai Municipality's published procedure for villa building permits, the consultant submits the permit request through the Dubai BPS system with the drawings and pays the permit fees, and inspection of additions and decor work is done by Dubai Municipality's Building Control Department.
In areas under Dubai Development Authority, changing a completed building runs in three steps. A consultant applies for the building modification design review, the contractor applies for the building modification permit with an appointment letter signed by the owner, the consultant and the contractor, and the contractor applies for the completion certificate. So a consultant's fee is part of that job.
Dubai Development Authority publishes the fee for each of those steps on its service pages, and says an approved modification design stays valid for 6 months. Ask each quote whether drawings, submissions and authority fees are included or excluded.
How long does a villa renovation take in Dubai?
Bestimate publishes planning timelines for villa renovation by scope, and says they are usually longer than an optimistic contractor pitch because design decisions, approvals, material lead times and change orders stack up. The bands below are its figures. The cosmetic band starts after access and approvals, so the NOC time sits on top of it.

How do you compare villa renovation quotes fairly?
Send every contractor the same information: the community, the number of bedrooms, the built-up area, photos, floor plans if you have them, the finish level, known AC or plumbing problems, approval status and whether you will live in the villa during the work. Bestimate lists these as the details that make quotes comparable.
Then ask for a room-by-room bill of quantities rather than a lump sum, with fixed-price items kept apart from allowances. Agree how a variation is priced before work starts, and tie payments to milestones such as demolition, MEP, waterproofing, joinery, testing and handover. Bestimate also suggests holding a retention until snagging and defects are closed.
How much contingency and VAT should you plan for?
Bestimate suggests keeping a 10 to 20 percent contingency, and budgeting towards the higher side for an older villa, or one with unknown waterproofing, old AC ducts or previous unapproved changes. It also notes that VAT, consultant fees, authority fees, developer deposits, waste removal, furniture, appliances and landscaping may sit outside a quoted price.
VAT is a fixed figure you can plan for. The UAE Ministry of Finance states that VAT was introduced across the UAE on 1 January 2018 at a standard rate of 5%. Ask whether each villa quote includes it, and for a tax invoice showing the contractor's TRN if it is charged.
