Renovation approvals in Dubai
Most renovations in Dubai need someone's approval before work starts. Depending on the property and the work, that can be your community management, your building management, your landlord, an authority that issues building permits, or several of them.

Who approves what in a Dubai renovation?

Each row names the work, the body whose approval it needs, and who the source says applies. Your community, building or plot may follow a different route, so treat it as a map of the common cases rather than a ruling on yours.

What does Emaar Community Management require for villa alterations?
Managed villa communities control alterations to protect how the community looks. Emaar Community Management, which manages Emirates Living and Arabian Ranches, tells owners in both that any alteration to the villa has to be approved by Emaar. Owners apply for a no objection certificate (NOC) by selecting Home Modifications in the community portal, after reading and accepting its terms and conditions.
Its guidance names examples that need a NOC: extending a carport, building a garden pergola and redoing a swimming pool. It also sets firm limits. Changes to the exterior of the villa are not permitted, and lights cannot be installed on top of or on the community-facing side of villa boundary walls.
The Emirates Living guidelines add standards for the work itself. Owners should use high quality materials, comply with community and local laws, keep the community clean during and after the works, and not start any activity before the necessary certifications, including any engineer's certification, are in place. Other master communities have their own management and rules, so assume alterations need approval until the partner contractor has read yours.

Which renovation work may not need a community NOC?
Not every job needs an application. Emaar Community Management's Arabian Ranches guidance says interior painting, AC cleaning and repairing damaged sanitary ware, fixtures and electrical accessories do not need a NOC from Emaar. The contractor still needs an entry permit to get into the community and do the work, and Emaar recommends telling your neighbours and keeping noisy work to the permitted hours.
That guidance is specific to Arabian Ranches. Check your own community's rules before treating any work as exempt, because a job one community waves through can need a NOC in the next.
What approvals does an apartment renovation in Dubai need?
In an apartment building, building management is the first approval. Bestimate reports that many buildings ask for a NOC before demolition or noisy work, and that apartment kitchens face stricter building rules, lift access limits and working-hour restrictions than villas. Anything that touches the parts of the building you share needs particular care: drainage stacks, the fire alarm and sprinkler system, the facade, balconies and any central cooling.
Dubai Law No. 6 of 2019 sets the legal floor for jointly owned buildings. Under Article 39, an occupant may make substantial alterations to the structure or external appearance of a unit, or to any part of the jointly owned property, only after obtaining the approval of the master developer, the Dubai Land Department and the competent authority.
If you rent, Article 19 of Dubai Law No. 26 of 2007 applies before any of that: a tenant may not make changes or carry out restoration or maintenance works unless the landlord permits it and the required licences are obtained from the competent official entities. Get the landlord's agreement in writing before the building application.
When does a renovation need a building permit from Dubai Municipality?
Work that changes the structure, adds built-up area or alters a building's services can need a permit from the authority that regulates your plot. Dubai Municipality publishes building permit procedures for residential villas, industrial buildings and multi-storey buildings.
Its villa procedure has three steps. The consultant requests the building permit through Dubai BPS, attaching the drawings and paying the permit fees, and Dubai Municipality issues the permit and stamps the drawings. The consultant and contractor then request structural inspections, and finally notify Dubai Municipality that work is finished so the completion certificate and service connections can follow. Inspection of additions and decor work is carried out by its Building Control Department, with Dubai Civil Defence involved only where required.
How does Dubai Development Authority approve changes to a completed building?
In areas under Dubai Development Authority, a change to a completed building runs through three services, each available after the building completion certificate. First the consultant applies for a building modification design review, with stamped drawings highlighting the changes, notarised consent from the building owner and the consultant's appointment letter. Dubai Development Authority lists an estimated 5 working days for that review, and the approved design is valid for 6 months.
Next the contractor applies for the building modification permit, with an appointment letter signed by the owner, the consultant and the contractor, listed at 2 working days. When the work is done, the contractor applies for the completion certificate with the building owner's NOC and a compliance certificate from the main consultant, listed at 3 working days. Which authority covers your property?
It depends on where the plot is. Dubai Municipality describes a unified electronic platform for building permits, launched on 8 June 2022, that brings the building permit services of Dubai Municipality, Dubai Development Authority, Trakhees and Dubai Integrated Economic Zones Authority into one system, alongside supporting bodies such as Civil Defence, RTA and DEWA.
So the same villa extension can go to a different authority depending on the community it sits in. The partner contractor confirms which one applies to your property and prepares the drawings each application needs.
What happens if renovation work skips the approvals?
Emaar Community Management's guidelines for Emirates Living state that failing to comply with the architectural guidelines, or damaging common areas, results in a notice of violation, with the damage rectified to community standards and the cost charged to the unit owner.
Dubai Law No. 6 of 2019 sets a similar consequence for jointly owned property. An occupant who makes substantial alterations without the required approvals must remedy the damage at their own expense. If they do not, RERA or the master developer may appoint someone to remedy it and hold the occupant liable for the cost. The simplest protection is to see every approval in writing before any demolition starts.
Who applies for your approvals, and what do you sign?
Dubai Renovations does not apply for approvals. The partner contractor handles the applications as part of the job you contract with them, working with a consultant where the authority requires one. You sign the parts that must come from the owner, such as the appointment letter Dubai Development Authority asks for, and a tenant provides the landlord's written permission.
