Do I need a NOC to renovate my apartment?
Most Dubai buildings ask for a no objection certificate (NOC) from building management before renovation work starts. Ask management what its application needs before the partner prices the job, since some buildings ask for drawings, and send the building's renovation rules with your enquiry if you have them.
The law behind that sits in Article 39 of Dubai Law No. 6 of 2019 on jointly owned real property. An occupant may make substantial alterations to the structure or external appearance of a unit, or to any part of the jointly owned property, only after approval from the master developer, the Dubai Land Department and the competent authority.
Skipping that approval is expensive. Under the same article, an occupant who alters without approval must remedy any resulting damage at their own expense, and if they do not, RERA or the master developer may appoint someone to do it and charge the occupant the cost.
Can a tenant renovate a rented apartment in Dubai?
Only with the landlord's permission. Article 19 of Dubai Law No. 26 of 2007 says a tenant may not make any changes or carry out restoration or maintenance works to the property unless the landlord permits it and the required permits from the competent authorities are in place. Get the landlord's written agreement to the full scope before anything is submitted to building management.
The same law helps a tenant with smaller jobs. Article 18 says the landlord must provide the approvals a tenant needs to submit to the authorities for decoration works, as long as the works do not affect the structure of the property. Article 23 adds that, unless the parties agree otherwise, a tenant may not remove leasehold improvements when moving out, so a kitchen you pay for stays with the flat.

What can change in an apartment, and who has a say?
Inside the flat, finishes are the easy part: flooring, kitchen, bathrooms, joinery, lighting and paint. The limits come from what the apartment shares with the building, and each step up the table below adds someone to the approval list.

Where a tower sits in a Dubai Development Authority area, the fit-out permit is a separate step. DDA says the contractor applies with an appointment letter, NOCs from the relevant authorities and stamped drawings, and that adding structural elements, changing the use or adding floor area needs a building modification request instead. For residential apartment buildings, the Dubai Building Code places fan coil units in wet areas to reduce damage to property from leaks, so the AC unit above your bathroom or kitchen ceiling usually stays where it is and keeps its access panel.
- Windows, balcony enclosures and anything visible from outside are rarely yours to change
- Drains connect to shared stacks, which limits how far a kitchen sink or toilet can move
- Sprinkler heads and smoke detectors belong to the building's fire system, so a new false ceiling that moves them involves management
- Removing a wall needs a structural check first, and structural work can need an authority permit
- If the building runs on central or district cooling, AC changes connect to a shared system


Minimum sizes when an apartment layout changes
Part B of the Dubai Building Code sets minimum room sizes for apartments. A bedroom or living room needs a net area of at least 10.5 m² and at least 3 m in length and width, and a residential studio, including its bathroom and kitchen space, needs at least 21 m². Between facing kitchen counters, the code asks for at least 1.2 m of manoeuvring space.
Ceiling heights follow the same logic. The code's minimum clear height is 2.7 m for living rooms and bedrooms and 2.3 m for washrooms and toilets, measured from the finished floor to the ceiling or any beam below it. A new bulkhead or a thicker floor build-up eats into that margin, so the partner measures it before designing.
Neighbours, noise and lifts
Demolition is the loudest week of an apartment renovation and the one most likely to bring complaints. Keeping noisy work inside the building's permitted hours protects the NOC. Materials and debris travel by the service lift, which usually has to be booked, so a large delivery of tiles or a stone worktop depends on getting a slot.
Renovating before you move in, or before you let
An empty apartment is the easiest to renovate. If you are buying, the gap between handover and moving in is the time to do it. If you are preparing a flat to let, tell Dubai Renovations, because finishes chosen for a rental are different from the ones you would live with.
