What an apartment renovation costs in Dubai

An apartment renovation in Dubai is priced by scope first and by the building second. Bestimate, a Dubai quote-comparison platform, publishes five bands for apartments, from a light studio refresh to a penthouse-style fit-out, and all five are in the price table on this page with the scope each one covers. The building then adds lines of its own: the NOC, protection for lifts and corridors, booked delivery slots, debris removal every shift, and permitted hours that cap how much work fits into a week.

Dubai Renovations does not set prices and does not sign your contract. The number that counts is the written quote a partner contractor gives you after seeing the flat and reading your building's rules.

Which apartment scope are you pricing?

A published apartment figure means nothing without the scope attached to it. Bestimate defines each of its bands by what the work includes, and what separates two bands is work added, such as a rebuilt bathroom or new wiring.

Its light studio or one-bedroom refresh is painting, minor ceiling repairs, basic lighting, simple flooring repair, small fixture replacement and cleaning. Its targeted one or two-bedroom upgrade adds one bathroom, a kitchen refresh, flooring, lighting, wardrobes and selected MEP fixes. Its full mid-range renovation of a two or three-bedroom flat covers the bathrooms, the kitchen, all the flooring, the ceilings and lighting, and the electrical and plumbing coordination behind them.

The second and third bands share part of their range. Bestimate's own caution explains why a band cannot stand in for a quote: the same two-bedroom apartment can be a paint-and-floor refresh or a full strip-out with kitchen, bathrooms, ceilings, AC, electrical and custom joinery. Two quotes can be compared only once both name the same rooms and the same work in each.

How much does it cost to fully renovate a flat in Dubai?

A full renovation lands in the third, fourth or fifth band of the table, depending on the size of the flat and the materials. Bestimate's full mid-range band assumes a two or three-bedroom apartment. Its premium band is written for larger apartments, with custom joinery, stone or quartz, upgraded bathrooms, better lighting, AC coordination and stricter project management. Its luxury or penthouse-style band adds bespoke joinery, imported stone, smart home work, major MEP coordination and longer approvals.

The line between a full renovation and an upgrade is the services. Bestimate's full band includes electrical and plumbing coordination; its targeted upgrade includes only selected MEP fixes. Once tiles and ceilings come off, the condition of the pipes, ducts and wiring decides the rest of the budget, which is why Bestimate tells you to ask whether MEP is priced as a measured scope or only as a provisional allowance. An allowance is a placeholder. If the real work costs more, the difference comes back to you as a variation.

How much would it cost to renovate a small apartment?

A studio or one-bedroom flat usually sits in the first or second band. Bestimate's light refresh is the cheapest band in its table, and it is a refresh in the plain sense: paint, small ceiling and floor repairs, basic lighting and fixture swaps, with no bathroom or kitchen rebuilt.

Include the bathroom or the kitchen and a small flat moves up into the targeted upgrade band, because wet rooms bring waterproofing, plumbing and tiling that a refresh never touches.

Some costs do not shrink with the floor area: the building's NOC, protection for the lift and corridor, and, in a Dubai Development Authority area, a fit-out permit fee with a published minimum. How much is a four-room renovation?

No publisher read for this guide on 2026-09-23 defines a four-room band. The nearest published references are Bestimate's full mid-range band for a two or three-bedroom apartment and its premium band for larger apartments.

A four-room flat is easier to price room by room than by headcount. List every room and what happens in it: finishes only, or finishes plus the services behind them. A room that gets new paint and flooring and a room whose bathroom is stripped and rebuilt are different jobs, and the band follows what happens in each room.

What does the building add to an apartment quote?

Most of what separates an apartment quote from a villa quote comes from the building. Bestimate lists what a building may ask for before any noisy work starts: contractor documents, insurance, a method statement, a work schedule, a deposit, lift protection, a notice to neighbours and drawings. Each one is either a cost or a delay, and both end up in the price.

The rule behind it is in Dubai Law No. 6 of 2019 on jointly owned real property. Article 6 makes the building's Building Management Regulation part of the title deed and obliges every occupant, owner or tenant, to comply with it. Article 39 says common parts may be used only for their intended purposes, and in a way that does not disturb others or endanger their safety. The lift your tiles travel in and the corridor your contractor walks through are shared, and the building decides how they are used.

Damage to them is charged back. Emaar Community Management's guidelines for Downtown Dubai say damage to community common areas brings a Notice of Violation, is put right to community standards, and is charged to the unit owner. The same page says an owner or occupant who carries out work indemnifies other owners and occupants against loss from defective work and from contractors entering the community. That is why floor, lift and corridor protection belong in the quote as priced lines.

How do working hours and deliveries change the price?

An apartment programme is counted in permitted hours, and the building sets them. DMCC, the master developer for Jumeirah Lake Towers, publishes rules for both.

Its Health, Safety and Environment Guidelines, issued on 1 July 2018, record the hours of work Dubai Municipality imposed at the time: no work on Fridays and public holidays, and Saturday to Thursday between 7:00am and 8:00pm, with work outside those hours needing prior approval. Night work between 8:00pm and 6:00am needs a night work permit from Dubai Municipality and DMCC, and the contractor has to tell neighbours the time, duration and type of work.

The DMCC Master Community Declaration sets the delivery rules. Bulk deliveries and removals run from 9.00 am to 5.00 pm Sunday to Thursday, and from 9.00 am to 1.00 pm on Fridays, Saturdays and public holidays, unless the master developer approves another time. Bulk deliveries of construction materials need the master developer's permission at least 48 hours in advance, they have to be booked, and entry can be refused if that rule is broken. The owner is responsible for any damage the deliveries cause. Waste from fit-out work has to be removed by the contractor, at the contractor's cost, at the end of each working shift.

Those are one master community's rules, published in 2018, and a tower's own building management can add to them. Where a building runs similar rules, the cost follows them. Fewer permitted hours mean more days on site for the same work. A stone worktop or a pallet of tiles waits for a booked delivery slot, and debris removal after every shift is a line the contractor prices. Ask building management for its current rules before a programme is priced, and send them with your enquiry.

Does the fit-out permit change the price?

In a Dubai Development Authority area it can, and the authority publishes the fee rather than leaving it to be estimated. The authority charges the fit-out permit by the square foot of permitted area, between a published minimum and maximum, plus the Knowledge Dirham and the Innovation Dirham. A single bathroom is small enough to sit at the minimum. A whole apartment is charged on its area. Two conditions on the same authority page matter more for a whole flat than for one room. If the authority reviews a fit-out submission and finds it should have been a building modification, the fit-out fee is not refunded, so settle whether a wall is coming out before anything is filed. And where the building has not yet obtained its completion certificate, the file also needs NOCs from the main contractor, the main consultant and the plot owner. An approved permit is valid for 6 months.

If you rent, who has to agree before the quote?

The landlord, in writing, before anyone prices the job. Article 19 of Dubai Law No. 26 of 2007 says a tenant may not make any changes or carry out any restoration or maintenance works to the property unless the landlord permits it and after obtaining the required licences from the competent official entities.

The order matters, and the Dubai Development Authority fit-out file follows the same logic when it asks for a contractor appointment letter by the tenant and a copy of the Ejari: the authority is checking that the person commissioning the work is entitled to commission it. Quotes gathered before permission are budgets for a job that may not be allowed.

Is a new flat's defect part of your renovation budget?

Not if the flat was handed over less than a year ago and the fault is in its installations. Article 40 of Dubai Law No. 6 of 2019 keeps the developer liable, for one year from the date the unit is handed over to the owner, for repairing or replacing defective installations in the jointly owned property. The law names what those include: mechanical and electrical works, and sanitary and sewerage installations. If an owner delays taking possession, the year runs from the project's completion certificate instead. For defects in the structural parts, the developer's liability runs for ten years from the completion certificate.

So separate defects from upgrades before anyone prices the job. A leaking drain or a faulty circuit in a flat handed over this year is a matter for the developer under Article 40, not a line on your renovation quote. Replacing fittings that work because you want better ones is an upgrade, and that one is yours.

How long does an apartment renovation take in Dubai?

Bestimate publishes planning timelines by project type, and the delays it names are mostly the building's.

Add the building's approval time before the windows in the table open, and the permitted hours inside them. Custom cabinetry and imported stone set their own lead times, so materials chosen late push the handover.

How much should you budget for a renovation?

Budget the quote, plus whatever it leaves out, plus a contingency that Bestimate puts at 10 to 20 percent.

Bestimate names what may sit outside an apartment price: VAT, authority fees, building deposits, consultant fees, appliances, furniture, storage, temporary accommodation and post-renovation cleaning. Ask each contractor which of those their total includes.

VAT alone changes a comparison. The UAE Ministry of Finance states that VAT was introduced across the UAE on 1 January 2018 at a standard rate of 5 percent. A quote with a VAT line and a quote that is silent about it are not the same price.

Bestimate gives its reason for that contingency: apartments can still reveal hidden plumbing, AC, electrical, slab, waterproofing or building-access problems after demolition starts. The more of the flat that is opened, the more of that contingency to expect to use.

What should an apartment renovation quote show?

Ask every contractor to price the same scope and to break it down the same way, then compare line by line rather than total by total. Bestimate's checklist for apartment quotes, with the building's lines added:

  • A room-by-room bill of quantities, not a lump sum
  • Fixed-price items separated from provisional allowances
  • MEP priced as a measured scope, or clearly marked as an allowance
  • Materials named by brand, size and model, or shown as an allowance
  • Bathroom waterproofing scope and the test process, in writing
  • The building NOC: who prepares it, and whether any deposit is inside the price
  • Lift and corridor protection, and who books the service lift and delivery slots
  • Debris removal: how often, by whom, and at whose cost
  • Permit fees, where an authority permit applies
  • VAT: shown or excluded
  • How variations are approved before any extra work starts
  • A retention held until snagging, cleaning and defect items are closed

Read them with two cautions. The bands overlap, so a band tells you where a scope usually lands, not where yours will. And the items listed under budgeting above may sit outside all of them.
